Operationalisierte Lösungen im Alpen-Schienen-Frachtverkehr für ein nachhaltiges Management der Verbindungen der Wirtschaftsräume im Alpenraum

Projektbeschreibung

Die Förderung leistungsfähiger und nachhaltiger Verkehrssysteme sowie deren Verknüpfung mit der Regionalentwicklung ist Schwerpunkt von AlpFRail. Durch diese Maßnahmen soll der Neubau von Straßen im Alpenraum vermieden werden und dadurch die politischen Ziele des EUREK (Europäisches Raumentwicklungskonzept) und der "Alpen-Konvention" für nachhaltige Transportlösungen umgesetzt werden.

Der Alpenraum zählt zu einem belasteten Verkehrskorridor, durch den inzwischen jede achte Tonne des internationalen Güterverkehrs transportiert wird. Dies führt im Ergebnis zu Beeinträchtigungen der Funktionsfähigkeit in Teilbereichen sowie zu erheblichen Umweltbelastungen. Katastrophen in den Alpentunneln und Überlastungen der Verkehrswege zeigen dabei die europäische Dimension des Problems. Die Zunahme des Verkehrsaufkommens auf den Straßen der Alpenregion verursacht einen Anstieg der CO2-Emission, des Lärmausstoßes und der Übernutzung der Straßeninfrastruktur, die für die aktuelle Belastung nicht ausgelegt ist. Die "alpine" Politik für Verkehr hat die Grenzen einzelner Nationen verlassen und europäische Dimensionen erreicht. Zur Senkung der Beeinträchtigungen durch den Verkehr sind neue integrierte intermodale Lösungen, die eine Verlagerung des Verkehrs auf umweltfreundliche Verkehrsmittel sowie eine effizientere Ausnutzung bestehender Infrastrukturen anstreben, von Bedeutung.

Innerhalb des Projekts AlpFRail soll ein nachhaltiges Mobilitätskonzept entwickelt werden, das die Entschärfung der transalpinen Transportengpässe im Güter- und Warenverkehr zum Inhalt hat. Das Ziel ist es, die existierenden Schienenwege im Alpenraum sinnvoll zu vernetzen und dadurch einen effizienten Transport in dieser Region zu organisieren. Dazu wird der Prototyp eines Informations- und Qualitätssicherungssystems eingerichtet, um eine bessere Steuerung des transalpinen Güterverkehrs auf dem Schienenweg zu erreichen. Hierbei soll das "Life Cycle Assessment (LCA)" für Transport- und Logistiklösungen zur Anwendung kommen. Außerdem wird ein umfassendes Angebot für die Zielgruppe erarbeitet und das System im Rahmen von zwei Pilotprojekten überprüft.

Die nationale Kofinanzierung wird durch das Bundesministerium für Verkehr, Bau- und Wohnungswesen unterstützt.

INTERREG III B ist eine von 2000 - 2006 laufende Gemeinschaftsinitiative, die die interregionale und intraregionale Kooperation innerhalb der EU und mit den Anrainerstaaten anregen soll. Sie wird finanziert durch den Europäischen Fonds für Regionale Entwicklung (EFRE). Diese neue Phase III der INTERREG-Initiative ist darauf ausgerichtet, den ökonomischen und sozialen Zusammenhalt in der gesamten Union zu stärken.

Operational Solutions for the transalpine railway freight traffic for sustainable management of connections of the economic areas within the alpine space

Contents of the Project

The concentration of transport services in the core area of the EU and their congested corridors reduce functional effectiveness and increase pressure on the environment in some areas. The Alpine Space is one of those burdened areas: meanwhile every 8th ton of the international trade has to traverse the Alps. The transalpine traffic accessibility is essential for Europe. Catastrophes in the Alp tunnels and traffic congestions show the European dimension of this problem. The growth of road traffic within the alpine region causes an increase of CO2 emission, noise pollution and use of road infrastructure which is not designed for the present traffic volume. The "alpine" traffic policy has abandoned the scope of single nations and reached European dimensions. In order to reduce traffic burdens, integrated intermodal solutions which involve a shift to environmentally friendly transport systems and a more efficient use of existing infrastructures are very important. Therefore the new focus for a solution is "thinking in networks and systems, not in axes".

The project will create a sustainable mobility concept and offers to master the transalpine freight traffic by using existing (railway) infrastructure. It aims at a reasonable linkage of existing rail networks and thus to create an efficient organisation of transport within this region. To achieve this the prototype of an information and quality assurance system for a better execution of the transalpine freight traffic on rail will be installed, taking into account the Life Cycle Assessment (LCA) for logistic and transport solutions. Furthermore the project will create an overall supply for the target group and verify the system in two pilot cases. And finally it will meet the political aims of the ESDP (European Spatial Development Perspective) and the "Alpine Convention" for sustainable transport solutions, not only through anticipating the construction of new highways for heavy transport in this region.

Interreg III is a Community Initiative which aims to stimulate interregional cooperation in EU and neighbouring states between 2000 and 2006. It is financed under the European Regional Development Fund (ERDF). This new phase of the Interreg initiative is aimed at strengthening economic and social cohesion throughout the EU, by fostering the balanced development of the continent through crossborder, transnational and interregional cooperation.
