URBACT-Netzwerk zur lokalen Wirtschaftsförderung

Projektbeschreibung

Im Rahmen dieses Projektes werden sich dreizehn Partnerstädte aus neun Ländern in den kommenden zweieinhalb Jahren mit neuen Wegen der lokalen Wirtschaftsförderung in benachteiligten Stadtteilen befassen. Ein übergeordnetes Ziel ist die Verbesserung der Effektivität und Effizienz von Aktivitäten zur Unterstützung Kleiner und Mittlerer Unternehmen (KMU), insbesondere hinsichtlich der Entwicklung von innovativen Finanzierungsmethoden.

ECO-FIN-NET wird sich dabei auf drei Schwerpunktthemen konzentrieren, die im Rahmen von Arbeitsgruppen sowie Netzwerkkonferenzen bearbeitet werden:

1. Instrumente zur finanziellen Unterstützung von KMU, wie z.B. Kredite, Darlehen und Venture Kapital.
2. Die Unterstützung von Maßnahmen im Bereich der Wirtschaftsförderung durch spezielle Förderprogramme. Dabei sollen unter anderem KMU-Förderprogramme im Rahmen von URBAN mit den Mainstream-Förderprogrammen z.B. auf nationaler Ebene verglichen werden.
3. Flankierende Instrumente und Maßnahmen zur Unterstützung von KMU, wie z.B. die Einrichtung von KMU-Netzwerken.

In einer ersten Phase werden die Partnerstädte bisherige Strategien und Instrumente zur Förderung der lokalen Ökonomie analysieren und diskutieren. Unter anderem wird man sich die Frage stellen, was an dem URBAN-Förderansatz gut war und übertragenswert für andere Städte ist. Das Ergebnis ist eine Synopse der bestehenden Förderansätze.

Nach dieser Reflektionsphase sind die Städte aufgerufen, neue Instrumente und Ansätze zur wirtschaftlichen Förderung zu entwickeln und zu erproben. Dabei wird die Entwicklung von best practice-Projekten vor Ort ein wesentlicher Bestandteil der Arbeit sein. Die Dokumentation dieser Beispiele resultiert in einem best-practice Handbuch.

Zum Abschluss des Projekts werden die neu gewonnenen Erkenntnisse diskutiert und politische Handlungsempfehlungen daraus abgeleitet. Die Ergebnisse des ECO-FIN-NET sollen dabei in den Diskussionsprozess über die zukünftige nationale sowie europäische Förderpolitik im Bereich der integrierten Stadtentwicklung einfließen.

URBACT

Das Programm URBACT dient dem europaweiten Erfahrungsaustausch von Städten im Bereich der integrierten Stadtentwicklung. Unterstützt wird der Austausch innovativer Ideen und "best practices", die Vertiefung von Methoden der integrierten Stadtentwicklung und die Erarbeitung politischer Handlungsempfehlungen für die Stadtentwicklung auf europäischer Ebene nach 2006. URBACT richtet sich an Teilnehmerstädte der EU-Programme Urbane Pilotprojekte, URBAN I und URBAN II. Im Mittelpunkt stehen spezielle thematische Netzwerke von Städten aus mindestens drei Mitgliedstaaten.

Contents of the Project

In this project 13 partner cities will deal with new ways of local economic development in deprived neighbourhoods. ECO-FIN-NET aims at improving the efficiency and effectiveness of strategies to support Small and Medium sized Enterprises (SME), especially with regard to the development of innovative financing methods.

ECO-FIN-NET will focus on three thematic components, which will be handled in working groups and network conferences:

1. Instruments for the financial support of SME, like credits, loans and venture capital.
2. Support of measures in the field of economic development by special funding schemes. In this context SME funding schemes within URBAN will be compared with ‘mainstream’ funding schemes for instance on national level.
3. Another component of the project are accompanying instruments and measures for the assistance of SME such as the creation of SME-networks.

In the first phase the partner cities will analyse and discuss their current strategies and instruments for local economic development. They will answer the question what was good about the URBAN funding approach and what can be used in other cities. This will result in an synopsis of the current approaches.

After this phase of reflection the cities are supposed to develop and try new instruments and approaches of economic development. The development and implementation of best practices will be an important part in this period. They will be documented in a compendium of best practices.

Finally the gained results will be discussed and political recommendations will be concluded. The results of ECO-FIN-NET are to be incorporated into the discussion process on the future national and European funding policies in the field of integrated urban development.

URBACT

The Programme URBACT organises the exchange of experience of cities in the field of integrated city development throughout Europe. It supports exchange of innovative approaches and good practice, the improvement of methods in integrated urban development and the definition of political recommendations for the Urban Policies in Europe after 2006. It aims at participants of the EU-programmes Urban Pilot Projects, URBAN I and URBAN II and focuses on special thematic networks of cities from more than three member states.
