Planer-Netzwerk für Zentral- und Süd-Ost Europa

Projektbeschreibung

Die vernetzte Entwicklung von Perspektiven und Strategien der Raumentwicklungspolitik im Mitteleuropäischen- und Donauraum in wird mit Hilfe von PlaNet CenSE vorangetrieben und somit ein Beitrag zu einem gemeinsamen Verständnis der Raumentwicklung im CADSES-Raum geleistet. Ein Netzwerk bestehend aus nationalen Raumplanungsinstitutionen und Experten des gesamten CADSES-Raum soll dazu beitragen. PlaNet CenSE wird auf die Erfahrungen aus Projekten, die sich mit dem Thema Europäische Raumentwicklung beschäftigt haben, aufbauen und mit weiteren europäischen Aktivitäten im Bereich der raumwissenschaftlichen Politikberatung (z.B. zum ESPON-2006-Programm) verknüpfen und somit ein gemeinsames Verständnis über raumrelevante Vorgänge und Strategien entwickeln.

Es werden ebenso Themen mit Raumbezug (z.B. Transeuropäische Verkehrskorridore, Wirtschaftliche Integrationszonen in der erweiterten EU) evaluiert und – im Sinne einer strategischen Raumentwicklung – konkrete projektbezogene Aktionen zusammengeführt und zukünftige Projekte vorbereitet werden. Wichtigste Grundlage für PlaNet CenSE bildet dabei das im Rahmen von VISION PLANET erarbeitete Dokument "Guidelines and Policy Proposals", das aufbauend auf dem Europäischen Raumentwicklungskonzept (EUREK) ein raumordnerisches Rahmenwerk für den gesamten CADSES-Raum entworfen hat.
Das Netzwerk beabsichtigt den fachübergreifenden Dialog anhand dreier Bausteine zu unterstützen:

1. "Europäisches Raumplanungsportal" (European Spatial Planning Gateway – ESP GATEWAY): Förderung und raumwissenschaftliche Unterstützung der Anwendung und Weiterentwicklung des EUREK`s durch alle Länder des CADSES-Raums mittels Wissenstransfer und Diskussion.
    
2. "Forum für Raumwirksamkeitsanalysen" (Forum for Territorial Impact Analysis – TIAn FORUM): Entwicklung und Test des Planungsinstruments der Raumwirksamkeitsanalysen auf transnationaler und fachübergreifender Ebene anhand zweier Pilotprojekte ("Metropolennetzwerke in Zentral- und Südosteuropa" und "Transnationale Nord-Süd-Verkehrskorridore").
    
3. PlaNet-CenSE-Abschlusskonferenz: Überprüfung der bisherigen Fortschritte in der transnationalen raumentwicklungsbezogenen Zusammenarbeit sowie Formulierung von Handlungsempfehlungen für die politische Praxis.
    

Die nationale Kofinanzierung wird durch das Bundesministerium für Verkehr, Bau- und Wohnungswesen unterstützt.

CADSES

Das INTERREG III B Programm (Kooperationsraum CADSES) wird im Zeitraum 2000-2006 aus dem Europäischen Fonds für Regionalentwicklung (EFRE) gefördert. INTERREG III B unterstützt die transnationale Zusammenarbeit zur Verbesserung der ausgeglicheneren und nachhaltigen Entwicklung Europas.

Contents of the Project

PlaNet CenSE is a network of national spatial planning institutions and experts of CADSES established as a consequence of VISION PLANET. The co-operation started with this early project will now be continued with a thematic focus. Therefore PlaNet CenSE will on the one hand build bridges to other European activities focussing on spatial political consultance (e.g. the ESPON 2006 Programme) and thus develop a common sense on space related processes and strategies. On the other hand space related themes (e.g. Transeuropean Transport Networks, Global Economic Integration Zones of an enlarged EU) will be evaluated and – for the purpose of strategic spatial development – specific project-related actions will be brought together. Vital basis for PlaNet CenSE will be the document "Guidelines and Policy Proposals" generated within VISION PLANET, which sets out a framework for spatial planning on the ideas of the European Spatial Development Perspective (ESDP).

The network will foster spatial integration and a cross-sectoral dialogue using three strands:

1. The task for the "European Spatial Planning Gateway" (ESP GATEWAY) will be to support the implementation and further development of the ESDP by all states of CADSES through a transfer of knowledge and discussions.
    
2. The "Forum for Territorial Impact Analysis" (TIAn FORUM) has been set up for developing the planning instrument TIAn and for testing it within two pilot projects ("Metropolitan Networks in Central and South-Eastern Europe" and "North-South transnational transport corridors"). A co-ordination platform within the forum will function as a pool for ongoing and planned initiatives for the pilot projects.
    
3. On the occasion of the PlaNet CenSE Conference the progress made in transnational co-operation related to spatial development will be evaluated on expert level and building on the results of components 1 and 2 politically viable and sound measures for implementation in international (political) processes will be developed.
    

Thus PlaNet CenSE tries to contribute to the development of a common spatial planning practice in Europe, which is an essential part for the overall development of economy and life in this region.
