Europäische Kohäsionspolitik und Integrierte Stadterneuerung - Konzepte, Perspektiven, Netzwerke

Die Konferenz "URBAN Future" - veranstaltet durch das Deutsch-Österreichische URBAN-Netzwerk in Zusammenarbeit mit der Stadt Saarbrücken, dem URBACT-Programm und dem URBAN-Netzwerk Frankreich am 8. und 9. Juni 2005 in Saarbrücken - bot einmal mehr die Gelegenheit, städtische Akteure auf europäischer Ebene zusammenzubringen, um ihre Ideen und Standpunkte zur Rolle und zum Platz der Stadt in der künftigen Europäischen Kohäsionspolitik auszutauschen und zu diskutieren sowie die Konturen der städtischen Dimension innerhalb der künftigen nationalen strategischen Rahmenpläne und Strukturfondsprogramme zu erörtern und zu skizzieren.
Als zentrales Ergebnis der gesamten Konferenz wurde der Kommissarin für Regionalpolitik, Frau Danuta Hübner, im Rahmen einer europäischen Podiumsdiskussion eine "gemeinsame Position" der URBAN-Städte und Netzwerke vorgelegt und abschließend mit weiteren europäischen Politikern, darunter Jean-Marie Beaupuy, Abgeordneter im Europäischen Parlament, und Sir Albert Bore, Vizepräsident des Ausschusses der Regionen, erörtert. Diese "Saarbrücker Erklärung" basiert auf dem "Acquis URBAN", der die zentralen Grundprinzipien und Kernelemente des integrierten Stadtentwicklungsansatzes der Gemeinschaftsinitiative URBAN in sich vereint.
Die Konferenz fand zu einem entscheidenden Zeitpunkt statt, an dem die URBAN II-Programme ihre Wirksamkeit und ihre beachtliche Hebelwirkung unter Beweis stellen konnten, und an dem die Debatte um die künftige europäische Kohäsionspolitik in ihre entscheidende Phase trat.
Im Rahmen von weiteren Plenumsdiskussionen und Workshops konnten lokale, regionale und nationale Akteure, sowie Vertreter der Mitgliedstaaten - und hier insbesondere auch die der neu hinzugekommenen - unmittelbar miteinander diskutieren und ihre Positionen und Forderungen austauschen sowie die künftigen Initiativen zum städtischen Erfahrungsaustausch erörtern.
 

URBAN Future - Conference of URBAN Programme Cities, Towns and Networks

European Cohesion Policy and Integrated URBAN Regeneration - Concepts, Prospects and Networks

The conference "URBAN Future", organised by the German- Austrian URBAN Network, in cooperation with Saarbrücken Regional Capital, the URBACT programme and the URBAN Network France on the 8th and 9th of June 2005 in Saarbrücken, offered once more the opportunity for gathering urban affairs players on European level to exchange and compare their ideas and viewpoints on the role and place of towns and cities within the future EU Cohesion policy. One aim of this conference was to analyse and outline the urban dimension within the future national strategic frameworks and structural fund programmes at a time when the URBAN II programmes have proved their effectiveness and leverage effect and the debate on future European cohesion policy has entered its decisive phase.
As a crucial result of the whole conference, a common position of European URBAN cities and networks was presented to Commissioner Danuta Hübner and further European Politicians as Jean-Marie Beaupuy (European Parliament) and Sir Albert Bore (Vice-President Committee of the Regions) within a European panel discussion concluding the proceedings. This "Declaration of Saarbrücken" is based on the so called "Acquis URBAN", integrating the basic principles and central elements of the urban development approach of the Community Initiative URBAN.
The proposed workshops and round table discussions enabled local, regional and national players and representatives of member states (with a special focus on the new ones) to discuss with each other and to exchange their positions and requirements as well as to think about future initiatives on urban exchange of experiences.
